Methodology
Decisions
- Weight 1–3. 1: routine or technical (appointments, small amendments, gazette issues). 2: an ordinary decision. 3: high impact (many people, a lot of money, or a promise from the programme). Weight-3 items are marked ★ and come first within each day.
- Quality. substantive: a concrete decision to be implemented. partial: it only orders preparation, a review or a concept. symbolic: no concrete obligation, deadline or funding. Routine items get no quality label.
- We also look at whether it matches a promise and how transparent it is (public consultation, deadline, amount).
Promises
- ✔ fulfilled: a law in force or an implemented decision contains it; degree full or partial.
- ◐ in progress: there is an official step; degree partial (something binding already happened) or token (only a draft, review or preparation).
- ○ no data: there are related documents, but we cannot decide yet.
- – not raised: no monitored document has dealt with it.
- ✕ contrary step: an official decision going against it.
Weighted score (0–100): each promise has a weight of 1–3 and gets points: fulfilled in full 1, partly 0.75; in progress partial 0.5, token 0.25; everything else 0. Score = Σ(weight × points) / Σ weight × 100.
Change dates: the date of the official document that triggered the change. Methodology changes are not shown in the chart.
