Draft: the government would amend the decree on licensing circus menageries for animal welfare and ethical reasons. Acquiring, breeding, keeping, training and exhibiting individuals of certain wild animal species in circuses would be prohibited. Individuals already lawfully kept could be retained, but not bred, trained or used in performances. According to the justification, about 20 EU member states have already restricted the use of wild animals in circuses. The list of species concerned would be in a related ministerial decree; comments could be sent until 29 June 2026.
