Teacher evaluation is being renewed, and state security files will be more widely public.

Teachers' performance evaluation is skipped this school year, and another act serves greater openness of state security files from before the change of regime. The government provided money so district heating providers can cover their operation until October.

The act states that in the 2025/2026 school year (the educational year in kindergartens) employers will not carry out teachers' performance evaluations. It repeals the 2024 interior ministry decree on teachers' performance evaluation. According to the justification, the aim is to develop a new evaluation system that supports genuine professional development. The act entered into force on the day after publication.

Act substantiveAct XXVII of 2026: Amending certain financial sector acts for legal harmonisation2026. évi XXVII. törvény – Egyes pénzügyi szektort érintő törvények jogharmonizációs célú módosításáról

The act aligns several financial acts with EU rules, mainly those on the capital market and credit institutions. It aims to make stock market listing more attractive for businesses, for example by requiring a simpler, shorter prospectus for offers below EUR 5 million. Companies going public must have a market value of at least EUR 1 million, and at least 10% of their shares must be freely tradable. It also provides for managing concentration risks towards central counterparties. Parliament adopted it on 7 July 2026.

Act substantiveAct XXVIII of 2026: Amending Act CXXV of 1995 on the national security services and Act III of 2003 on uncovering the secret service activities of the former regime and the Historical Archives of the State Security Services2026. évi XXVIII. törvény – A nemzetbiztonsági szolgálatokról szóló 1995. évi CXXV. törvény és az elmúlt rendszer titkosszolgálati tevékenységének feltárásáról és az Állambiztonsági Szolgálatok Történeti Levéltára létrehozásáról szóló 2003. évi III. törvény módosításáról

The act creates the Advisory Committee Assisting the Review of Classified Documents, which helps declassify pre-1990 state security documents held by the national security services. Alongside experts from the services, the 13-member committee includes historians, archivists and lawyers; two members are proposed by the opposition groups, and the government must appoint them. The committee acts if a service maintains a document's classification even after review, proposes declassification and publishes a public report on its work. According to the justification, transparency about the activities of the one-party state's secret services has not yet been fully achieved.

The government reallocated HUF 25.9 billion from the Household Utility Cost Protection Fund to compensate district heating providers. This maintains a positive balance from July to October 2026 in the "district heating fund" covering providers' operating costs. Payments are made in four instalments between 16 July and 15 October.

The government continues to consider it in the public interest to prevent industrial safety hazards and environmental damage at the site of the Dunaferr steelworks in Dunaújváros, which is under liquidation. If the companies under liquidation cannot finance the necessary measures, this is the state's task. The public service contract is extended until 31 July 2026, with at most about HUF 821 million provided for this.

The government asked the agriculture minister to prepare new election rules for the Hungarian Chamber of Agriculture. The aim is for the chamber to operate on a professional basis, free from political influence. The minister should also initiate a review of 2026 chamber membership fees, in particular reducing fees for farmers hit by natural disasters and animal epidemics.

The government agreed with the text of the strategic partnership agreement between the European Union, its member states and Mexico. It authorised the foreign minister to finalise the text. It also adopted the draft act promulgating the agreement, which must then be submitted to Parliament.

Based on the recommendation of the Construction Sector Dialogue Committee, the transport and investment minister's decree sets the minimum recommended construction overhead hourly rate at HUF 7,830 per hour (excluding VAT). An annex sets out the components of the hourly rate by cost type. The earlier 2024 decree ceases to apply.

SZCSM decreeSZCSM decree 2/2026 (VII. 10.): Amending certain occupational safety decrees2/2026. (VII. 10.) SZCSM rendelet – Egyes munkavédelmi tárgyú rendeletek módosításáról

Based on an EU directive, the social affairs and family minister's decree tightens workplace exposure limits for lead and diisocyanates. It amends the rules on medical examinations of workers exposed to lead, for example checking blood lead levels. Exposure to beech, oak and other hardwood dust is added to the list of work involving carcinogens.

The agriculture minister's decree amends the implementing rules on using agricultural subsidies to reduce administrative burdens. When a farm is handed over, the National Paying Agency establishes legal succession ex officio. It clarifies the deadline for reporting qualifications and the range of beneficiaries of technical assistance. Beneficiaries must also carry out activities required as compulsory in the call even if they are not separately funded.
