A draft to raise the lowest pensions, and the 2025 budget accounts were put out for public comment.

A draft would raise the lowest pensions from January 2027, the very lowest to HUF 120,000; this is only a proposal. The final accounts of the 2025 budget were also made public.

The government is amending the hosting contract of the 2027 World Aquatics Championships in Budapest (swimming, water polo, diving, artistic swimming, open water) and the masters world championships. According to the resolution, after a review of the costs, the championships can be held with less state money than planned and on terms more favourable to the Hungarian side. The contract was signed in 2019 by World Aquatics, the Hungarian Swimming Federation and the government. The amendment ties the hosting tasks to the budget set by the government and clarifies cost sharing, technical requirements and liability rules. The interior minister was authorised to negotiate and finalise the amendment.

HM rendelet módosításáról

The defence minister amended the decree on soldiers' medical, psychological and physical fitness requirements. The change affects those who joined the armed forces with a defence service allowance. They must meet the F2 category physical requirement set for their post. The physical assessment is no longer mandatory for them from the year in which they turn 55. The decree enters into force on the day after its publication.

The interior minister adjusted several decrees to the reorganisation of the police: the Counter Terrorism Centre (TEK) and the Parliamentary Guard merge into the general police. So instead of the "counter-terrorism body", the decrees now refer, for example, to the terrorism intelligence unit of the National Bureau of Investigation, among other things in the prior consultation of visa applications. The police's defence tasks now include evacuating protected persons and providing the reception sites needed for this. The epidemic and vaccination rules of law enforcement bodies and a decree on vehicle operation also change. For citizens this is mainly an organisational, technical change.

Presidential resolutionPresidential resolution 252/2026 (X. 8.): On the appointment of the president of the National Media and Infocommunications Authority252/2026. (X. 8.) KE határozat – A Nemzeti Média- és Hírközlési Hatóság elnökének kinevezéséről

On the Prime Minister's proposal, the President appointed Dr Gábor Polyák president of the National Media and Infocommunications Authority (NMHH). The appointment applies from 12 October 2026. Parliament had already elected Gábor Polyák chair of the Media Council in September, and the NMHH presidency is linked to that mandate. The NMHH oversees the media and the communications market, for example TV channels, radio stations and telecom companies.

On the proposal of the president of the National Office for the Judiciary, the President relieved five judges of their office. Three of them (Dr Miklós Simon, Dr László Szücs and Dr András Pokoraczki) leave on reaching retirement age, between April and May 2027. Two (Dr Marianna Dzsula and Dr Nóra Éva Somody) retire at their own request, with effect from 31 March and 17 June 2027 respectively. This is a routine personnel decision.

The Constitutional Court annulled several immigration authority and court decisions about foreigners that were based on classified data. Those concerned could not learn on what data the decisions about them were based, and they were not heard. According to the court, this violates the right to a fair procedure if the restriction is not balanced by any other guarantee. The court stressed that it did not decide the outcome of the cases, only that the procedure must be fair. The authorities and courts must hear the cases again accordingly.

The Constitutional Court declared unconstitutional, and will annul with effect from 31 May 2027, the rules on the mandatory clemency procedure for people sentenced to whole-life imprisonment. This procedure is the only way the case of prisoners excluded from parole can ever be reviewed. The case started from the complaint of a prisoner for whom the European Court of Human Rights had already found a violation of the Convention in 2016. According to the court, the current procedure does not properly assess changes in the prisoner's personality and chances of reintegration, so the prisoner's situation may become hopeless from the outset. Parliament must create new review rules with guarantees by the deadline. However, the court rejected the complaint against the Curia's order in the same case.

The Constitutional Court annulled an order of the Curia in a journalist's criminal case. In summer 2015 the journalist mixed in with refugees and followed their journey to report on what was happening to them, because the press was not allowed into the reception facilities. For this, among other things, the journalist was convicted of forging public documents. According to the court, the Curia ruled out from the start weighing the press law rule protecting journalists (Section 8(1) of the Smtv.), so it did not take press freedom sufficiently into account. The Curia must therefore examine the case again. Several constitutional judges attached concurring reasons or dissenting opinions to the decision.

The Curia's Municipal Council found that a section of the land tax decree of the village of Gyöngyössolymos conflicted with the act on local taxes in 2025. In the case, a landowner was charged HUF 563,520 in land tax for 2025 and challenged it in court. The contested rule therefore cannot be applied in the pending lawsuit. The Curia rejected the rest of the application. The municipality must publish the decision in the same way as it publishes its decrees.

The Supervisory Authority of Regulated Activities (SZTFH) amended several of its own decrees for technical reasons. The main change is that the word "vármegye" is replaced everywhere by "megye" (county), because the seventeenth amendment of the Fundamental Law renamed the counties back. In addition, an outdated reference is corrected in the registration and price notification rules for tobacco retail and in the rules of the electronic auction system. For the companies concerned and for buyers this brings no real change.
