Korm. rendelet módosításáról

The government decree makes it compulsory for all bodies involved in managing, checking and auditing agricultural subsidies to use all functions of the EU ARACHNE+ risk scoring tool. The National Paying Agency must upload all data into the system every two months, and the National Managing Authority checks this continuously. The managing authority develops procedures and a methodology and gives full access to the European Commission and national audit bodies. The organisations concerned must also introduce procedures to prevent conflicts of interest. The decree entered into force on the day after publication.

The government suspended the compulsory extension of the unified central electronic document management system (EKEIDR), so during the suspension no organisation can be required to introduce or extend it. Within 60 days the ministers of justice and of science and technology must review all EKEIDR contracts, prices, supplier dependence and the system's security compliance. Where the transition is not complete or happened within three years, it must be examined whether returning to the earlier document management system is possible if it is cheaper and meets requirements. Within 100 days a proposal must be made for a long-term, competition-neutral state document management model.

Ministerial decrees

AÉM decreeAÉM decree 13/2026 (VIII. 14.): Amending decrees within the agriculture minister's remit to reduce administrative burdens on grape and wine producers13/2026. (VIII. 14.) AÉM rendelet – A szőlő- és bortermelők adminisztrációs terheinek csökkentéséhez szükséges, az agrár- és élelmiszergazdaságért felelős miniszter feladatkörébe tartozó rendeletek módosításáról

The agriculture minister's decree reduces the administrative burden on grape and wine producers. Planting a vineyard of up to 1,500 square metres requires no soil protection plan. A contract processor may also act on behalf of a grape grower without its own operating licence. The word "muskotály" (muscat) may also appear on the label of wine made from muscat-type Traminer, and units of measure used in the wine sector are standardised. If the same size vineyard is replanted on the same area, grubbing up of the old one is only checked after planting, and amending wine promotion programmes will be simpler.

AÉM rendelet – A zöldség-gyümölcs termelői szervezetekkel, valamint a kárenyhítő juttatás igénybevételével kapcsolatos miniszteri rendeletek módosításáról

The agriculture minister's decree changed the rules on recognising fruit and vegetable producer organisations and their operational programmes. It reduces the data to be submitted, makes checks more transparent and spreads application deadlines better across the calendar year. In the agricultural damage compensation system, silage maize falls under the rule for maize, and a 15 August deadline changes to 31 August. Some parts of the decree enter into force on 1 January 2027.

Draft: under a government decree of the Ministry of Transport and Investment, no building permit would be issued for several priority economic development investments, for example the Debrecen industrial site and the Iváncsa industrial park, if the investor breaks environmental or nature protection rules. The ban would last until the infringement ends, but at least six months. For large housing projects planned under the Otthon Start Program that do not yet have a building permit, permits would temporarily not be issued, because the plans must be adapted to the new government housing programme. For two investments, issuing permits would be prohibited until 31 December 2026, except for occupancy permits; comments could be sent until 22 August 2026.
