Draft: a Ministry of Finance bill would make it more transparent who the real owners and beneficiaries of private investment funds, including private equity and venture capital funds, are. Securities secrecy could not prevent disclosing beneficial owners' data for anti-money-laundering purposes. Trustees would have to declare this role, and the beneficial owners of long-term asset management relationships of asset management foundations would also have to be recorded in the central register. Ministries involved in using EU funds would get access to the beneficial ownership register, and investors could more easily replace the fund manager. The act would enter into force on the 3rd day after publication; comments could be sent until 1 October 2026.
