Seven drafts appeared, including one that would ease leash rules for assistance dogs and one that would allow certain special medicines to be prescribed in more hospitals. These were only proposals; comments were open until 24 July.
Draft: a Ministry of Economy and Energy decree would list the EU legal acts that set reparability requirements for products. Under the new government decree encouraging the repair of goods, manufacturers' repair obligation will apply to these products. The decree transposes an EU directive and would enter into force on 31 August 2026; comments could be sent until 24 July 2026.

Draft: under a government decree of the Ministry for the Living Environment, assistance dogs could also be walked without a lead in public areas within settlements. According to the justification, an assistance dog perceives the lead as a work situation, so it can rest better without one, and these dogs are especially obedient. Other dogs could still only be walked on a lead in public areas within settlements; comments could be sent until 24 July 2026.

Official introduction (original Hungarian): A kedvtelésből tartott állatok tartásáról és forgalmazásáról szóló 41/2010. (II. 26.) Korm. rendelet módosításának célja a segítő kutyák és a velük élő emberek életének megkönnyítése a pórázhasználatra vonatkozó általános szabályok enyhítésével.
Draft: based on an EU directive, an agriculture ministry decree would update the rules on tests needed for state recognition of certain plant varieties. Those concerned include beetroot, fodder kale, rice, certain brassicas, tomato and spinach. The change is justified because international plant variety organisations updated their testing requirements; comments could be sent until 24 July 2026.

Draft: a Ministry of Health decree would postpone allowing pharmacists and nurses with extended powers to issue e-prescriptions to chronic patients. According to the draft, instead of the original deadline at the end of September 2026, this would start at the end of the year or from 1 January 2027. According to the justification, IT development is needed, and because of the change of government the supervision and budget of the state company doing it are also being reviewed; comments could be sent until 24 July 2026.

Draft: a decree of the Ministry for the Living Environment would ban breeding especially dangerous animals in circus menageries. Keeping them would only be allowed if the government decree on circuses, amended in parallel, does not prohibit it. According to the justification, there is currently only one such licensed animal, Szandra, a retired Indian elephant who no longer performs; comments could be sent until 24 July 2026.

Draft: a Ministry of Foreign Affairs bill would promulgate the strategic partnership agreement on politics, economy and cooperation between the European Union and its member states and Mexico. The agreement replaces the 1997 agreement and serves to deepen relations and expand trade. Parliament would also approve its provisional application. The text of some annexes was not available; comments could be sent until 24 July 2026.

Draft: a Ministry of Health decree would expand the range of healthcare institutions where certain special subsidised medicines can be prescribed, so that patients can get them closer to home. For the subsidy condition of an SGLT-2 inhibitor used for heart failure, it would correct the unit of a lab value from picomol/l to pg/ml. In line with international recommendations, this would make the medicine available to a wider group of patients; comments could be sent until 24 July 2026.
