The government extended the crisis situation caused by mass immigration across Hungary until 1 January 2027. Under the asylum act, the crisis situation can be ordered for at most six months, but the government can extend it. Based on information from the national police chief and the head of the asylum authority, the government judged that the conditions still exist. The decree entered into force on 6 September 2026.

The government extended until 4 March 2028 the validity of identity and residence documents of people who fled Ukraine with protected status, because a binding EU decision requires this. According to the decree, Hungary disagrees with the EU decision excluding from protection those not entitled to leave Ukraine because of military obligations, so it keeps the group covered under Hungarian rules. The mandate of the government commissioner for refugees ended, so the list of war-affected areas will now be compiled by the foreign minister, and some accommodation tasks move to the minister responsible for public finances. The decree entered into force on the day after publication.

The government changed the financing of the Ököritófülpös–Csenger section of the M49 expressway. The technical completion deadline became 30 June 2029, and the money was also rescheduled, with HUF 22.85 billion provided for 2029. The annual amounts are rearranged: for example, one item rises from HUF 23.6 billion to HUF 73 billion, while others fall. The cap on multi-year commitments is HUF 189.1 billion. The transport minister must arrange amendment of the construction contract by 30 November 2026.

The government asks the European Union to recognise and proportionately reimburse Hungary's costs of protecting the Schengen external border. It also wants Hungary to be compensated for the burden of the asylum fine imposed by the EU Court on 13 June 2024, because in its view EU rules have since become stricter. The minister heading the Prime Minister's Office immediately starts negotiations on this with the European Commission. Based on the outcome, the interior minister must review the asylum and border management rules by 1 November 2026 and make a proposal to the government.

After a review, the government allows construction of the new Danube bridge at Mohács and the connecting roads with reduced content, and lifts the suspension ordered in June. The section between the M6 motorway and the bridge and the bridge itself stay 2×2 lanes, but the section between the bridge and main road 51 will only be 2×1 lanes. The Homorúd connection and a turbo roundabout on main road 57 will be built. The construction contract must be amended accordingly (the part on 2×1 lanes by 31 October 2026). The transport minister will propose by 30 September 2026 how to use the money saved, mainly for renovating neglected main and secondary roads.

With this, the former Interministerial Committee for Disaster Management Coordination and the Interministerial Working Group for Defence Administration Coordination are abolished. The resolution enters into force on 1 October 2026.

The government issued new rules on the government duty system, which informs leaders about defence and security events requiring government intervention (for example disasters or situations involving Hungarians in trouble abroad). The continuous Government Duty Service is operated by the central body of defence and security administration, and ministries will have a senior state official on duty in rotation. Ministers set the reporting rules for their own area by instruction by 11 September 2026. The annex of the resolution contains detailed rules, and it revokes the 2011 government duty resolution. The main provisions enter into force on 1 October 2026.

The government amended the decisions on renovating the Palace of Justice on Kossuth tér and the former Ministry of Agriculture building. After the renovation, the entire Curia moves into the Palace of Justice, and the building comes under the Curia's management. The collection of the Gusztáv Tőry Law Library moves to another Curia site. The transport and investment minister must arrange partial redesign of the construction plans by 15 March 2027. Several earlier plans were also dropped, for example elements linked to the Memorial of National Unity and the model hungarikum cellar.

The government changed the financing of municipal developments linked to the renovation of the Budapest–Belgrade railway line. The budget for 2024–2028 is HUF 2.63 billion in total (HUF 670 million in 2026 and HUF 1 billion in 2027). For two roads near Dunavarsány, construction, not only design, is now included in the programme. A new pedestrian overpass in Kiskunhalas and a road development to access the railway underpass in Soroksár were also added to the list.

According to the government, the previous construction and transport minister's decision bringing the Érdi tető – Dunaújváros section of the M6 motorway and a section of the M8 under the 2022 motorway concession contract was invalid, because the minister had no power to do so. The government therefore does not consider the exercise of the option under the concession contract valid, and the finance minister informs the concessionaire, made up of private equity funds, of this. The finance minister must also ask the current operator of the section, M6 Duna Autópálya Koncessziós Zrt., to extend the concession period by up to 11 years.

The agriculture minister's decree introduces an advance payment for pig farmers' animal welfare support, because costs are rising, purchase prices are falling and African swine fever is a threat. Farmers with a support decision for 2026 can request an advance for the second and third quarters; the request must be submitted electronically between 7 and 21 September 2026, and this deadline is final. The advance is mainly based on the certified number of animals on 30 June 2026. It can be at most 1.6 times the quarterly support for two quarters, or 0.8 times for one quarter. The Treasury must decide on quarterly payment requests within 70 days after the deadline.

The defence minister's decree amends the licensing and training rules for pilots, parachutists and simulator instructors in military and other state aviation. The changes are justified by new technical equipment, new training needs and the introduction of a new aircraft type arriving under the armed forces development. For example, categories for tactical training aircraft and law enforcement helicopters were added, and the recognition of licences issued by other authorities was clarified. After a failed exam, at most two repeat exams can be taken. The decree is long, and this description does not list the details.

After the amendment, the compulsory vaccination could also be given with such vaccines authorised in Hungary with a different schedule. Since 30 March 2026 EU rules allow member states to support certain land (rail, inland waterway and multimodal) passenger and freight transport activities without separate Commission approval, and this would be carried over into the Hungarian procedure. Changes due to the seventeenth amendment of the Fundamental Law would also be built in. Most of the decree would enter into force on the day after publication, and some points on 1 October 2026; comments could be sent until 12 September 2026.
