AÉM decree substantiveAÉM decree 20/2026 (IX. 29.): Amending AM decree 23/2024 (IV. 9.) on the force majeure procedure for measures financed from the Common Agricultural Policy and the national budget, in connection with handling drought20/2026. (IX. 29.) AÉM rendelet – A Közös Agrárpolitikából és a nemzeti költségvetésből finanszírozott intézkedésekkel összefüggő elháríthatatlan külső ok (vis maior) esetén alkalmazott eljárásról szóló 23/2024. (IV. 9.) AM rendelet aszályhelyzet kezelésével összefüggő módosításáról

The agriculture minister's decree eases the burden on farmers if a nationwide drought prevents them from meeting the conditions of certain EU or national agricultural subsidies. In such cases they do not need to submit a separate force majeure request if the failure to meet the condition is due to the nationwide drought named in the official notice; this is handled within the single application. Farmers are not sanctioned in such cases, and no ineligible participation is established. The rule must also be applied in pending cases. The decree enters into force on the day after publication.

BM decreeBM decree 22/2026 (IX. 29.): On rules for installing and using emergency and warning signal devices22/2026. (IX. 29.) BM rendelet – A megkülönböztető és a figyelmeztető jelzést adó készülékek felszerelésének és használatának szabályairól

In a new decree, the interior minister regulates more strictly who may fit blue-and-red flashing lights and sirens, or yellow warning lights, on their vehicles. According to the justification, too many vehicles used emergency signals, and unauthorised use endangers traffic. Without a permit, only certain vehicles of the listed bodies, for example ambulances, fire services, police, the military, the tax authority NAV and the national security services, may use them; others (for example health providers and utilities) need a permit. The head of the body operating the vehicles must check compliance at least quarterly. The decree enters into force on the 30th day after publication, and existing permits can be kept after the conditions are re-examined.
