Private individuals using a diesel car get a one-off HUF 20,000 support, and the government would terminate the 2022 motorway concession contract. Secret service files from before the change of regime will be open to research more widely.

Declarations made under the earlier act prohibiting research lapse on 20 October 2026. The archive's head is appointed by the Speaker of Parliament after an open call for six years. The main part of the act enters into force on 20 October 2026, before the 70th anniversary of the 1956 revolution.

The act adjusts the rules on the Constitutional Court to the seventeenth amendment of the Fundamental Law, in force since 19 July 2026. The president of the Constitutional Court will now be elected by the full session by secret ballot from among its members, after an open call. Membership of the court ends at age 70. The court's decisions will now appear in the Hungarian Gazette, while earlier issues of its separate official journal remain available on its website. The court's budget cannot be lower than the previous year's. Parliament adopted the act on 15 September.

The act adopted by Parliament on 15 September creates the legal basis for paying support due to fuel price rises, such as the diesel support. Based on data from NAV and the road vehicle register, the Hungarian State Treasury transfers the money to vehicle keepers or owners. Until 31 December 2026, agricultural producers can reclaim the full excise duty paid on diesel up to the statutory quantity. From 1 November 2026 excise duty on tobacco products rises: for cigarettes to HUF 36,720 per thousand plus 24 percent of the retail price, but at least HUF 59,800. The rest of the act entered into force on the day after publication.

Act substantiveAct LIII of 2026: Amending certain acts on justice2026. évi LIII. törvény – Egyes igazságügyi tárgyú törvények módosításáról

One main part of the justice package transposes the EU anti-SLAPP directive: it protects people taking part in public life (for example journalists and activists) against manifestly unfounded or abusive cross-border lawsuits. The defendant may ask for early dismissal of the claim and security for costs, and the court may fine a claimant who sues abusively. The act ends online public access to court hearings, because according to the legislator it poses a disproportionate risk to proceedings and personal data. It also remedies a legislative omission following a Constitutional Court decision and transposes other EU directives. Parliament adopted it on 15 September.

The act amends two acts from last year. Certain provisions of the 2025 act amending tax laws enter into force only on 1 January 2028; according to the justification, digital administration needs a reliably working IT background. One section of the 2025 amendment of consumer protection laws will not enter into force at all. The changes are also linked to the EU directive on empowering consumers for the green transition. The act enters into force on the day after publication, and the consumer protection part on 27 September.

Private individuals using a diesel-only passenger car of up to 110 kilowatts receive HUF 20,000 in support in 2026 because of the rise in diesel prices. The registered keeper as of 1 January 2026 (or, failing that, the owner) is eligible, as is anyone who became one later but before the decree entered into force. One person receives support for only one car, however many cars they have. The Treasury pays in four instalments: on 30 September, 30 October, 13 November and 7 December, to the bank account known to NAV or by postal order. No application is needed; NAV determines eligibility from vehicle tax data.

The GP service must carry out the care plan published on the NEAK website for patients in the programme and receives a monthly fee for this. If it does not meet the care plan sufficiently, the fee is withdrawn. The programme's deadline is 30 June 2027. No new patients can be enrolled after 31 July 2026; care for those already enrolled continues. The decree entered into force on the day after publication.

The Hungarian State Treasury decides on the amount and transfers it to the church together with the October support. The church must record the money separately and spend it on utility costs. According to the government, the motorway concession contract signed on 17 May 2022 with seven private equity funds (including THEMIS, KONZUM PE and OPUS) raises serious concerns under Hungarian and EU law, and a striking disproportion in value to the state's detriment also arises. The transport and investment minister must inform the concessionaire of the state's position and initiate negotiations. If the negotiations fail, he must propose terminating the contract. Meanwhile, operation of the motorways and developments already started continue.

The government orders that Hungary's defence spending reach at least 3.5 percent of GDP by 2035 and stay at least at that level afterwards. The schedule: 2.0 percent in 2026–2027, an increase of at least 0.1 percentage points a year in 2028–2030 and at least 0.2 points a year in 2031–2035. Following NATO methodology, the resolution sets what counts as defence spending (for example soldiers' pay, military procurement, costs of NATO operations). The resolution by itself does not approve any specific procurement or commitment. The targets must be reviewed if external circumstances change.

In a crisis, critical products (for example machinery, electrical products, lifts) could be placed on the market based on a certificate from the market surveillance authority if they provide equivalent safety.
