The government decree updates the rules for handling serious electricity supply disruptions and crises to strengthen security of supply. MAVIR, as transmission system operator, runs a Crisis Working Committee chaired by MAVIR's CEO and co-chaired by the minister, with representatives of power plants, distributors, traders and other market players as members. In a crisis, MAVIR is not liable to system users for the crisis arising, and is liable for extra damage from handling it up to 10 percent of its annual tariff revenue. Claims can be made within one year of the crisis. The decree also updates the list of consumers and facilities with priority supply.
