Korm. határozat – Magyarország projektjavaslatainak az Európai Hálózatfinanszírozási Eszköz 2026. évi CEF2 Reflow pályázati kiírására történő benyújtásáról

The government approved that Hungary apply with four transport project proposals to this year's call of the EU's Connecting Europe Facility (CEF2). One is preparing the modernisation of the Balatonszentgyörgy–Gyékényes railway line, including studies, plans and permits, plus a new track connection near Gyékényes. Another is designing line sections of a railway development abbreviated NSV, and the third is developing roadside infrastructure and IT systems supporting automated and intelligent road transport. The fourth is an international study on bottlenecks in Central European military mobility corridors. Constitutional Court decision substantiveConstitutional Court decision 6/2026 (X. 2.): On establishing the unconstitutionality and annulling provisions of the 2025 central budget act (Act XC of 2024) and of NGM decree 1/2025 (II. 11.) on the local government solidarity contribution (row 481 of Annex 1)6/2026. (X. 2.) AB határozat – A Magyarország 2025. évi központi költségvetéséről szóló 2024. évi XC. törvény 2. melléklete a támogatások megállapításának, felhasználásának és elszámolásának szabályairól szóló II. részének a települési önkormányzatok általános működésének és ágazati feladatainak támogatása jogcím alá tartozó jogcímekre vonatkozó közös szabályokról szóló 1. pont 1.5. alpontjának „ , valamint az önkormányzati szolidaritási hozzájárulás megállapítására és a nettó finanszírozás keretében történő levonására” szövegrészének és 78. § (4) bekezdésének, valamint a települési önkormányzatok által 2025. évben teljesítendő önkormányzati szolidaritási hozzájárulás összegéről szóló 1/2025. (II. 11.) NGM rendelet 1. melléklet 481. sorának alaptörvény-ellenességének megállapításáról és megsemmisítéséről

Following a complaint by Budaörs, the Constitutional Court declared certain rules of the 2025 municipal solidarity contribution unconstitutional. This money is paid to the state by wealthier municipalities and deducted from their central support. According to the court, the amount of the contribution was set by legislation without an official decision, so the municipality could not challenge its payment obligation in court either directly or indirectly, which violates the right to a fair procedure and to legal remedy. It annulled the relevant line of the ministerial decree setting the amount with immediate effect, and two relevant provisions of the budget act with effect from 31 December 2026. A concurring opinion is attached to the decision.

Constitutional Court decision substantiveConstitutional Court decision 7/2026 (X. 2.): On establishing the unconstitutionality, annulling and excluding the application of the phrase "and was provided for more than 30 days without interruption," in section 2(2)(a) of Act CXCI of 2011 on benefits for persons with reduced working capacity7/2026. (X. 2.)

The Constitutional Court annulled a condition that caused people whose working capacity changed at a young age to lose their benefits. Under the rule, those who became people with reduced working capacity before the age of 35 and became insured during their studies or within 180 days after them could get benefits, but this also required at least 30 days of uninterrupted insurance. According to the court, this 30-day condition is unconstitutional, because the Fundamental Law gives special protection to people with disabilities. The condition cannot be applied in any pending court case. Those whose application was earlier rejected specifically because of the 30-day condition can apply again.
