The seventeenth amendment of the Fundamental Law was published; among other things it reshapes the rules on the Constitutional Court and court administration. A new act also changed the special tax on producers of petroleum products.

The seventeenth amendment of the Fundamental Law states that Parliament will later adopt a new Constitution and until then ensures the framework of the state's operation. The day after it enters into force, the mandate of the incumbent President ends, and Parliament elects a new President until the new Constitution enters into force, for at most five years. Anyone who has already been an MP for at least 12 years or won a seat in three elections cannot be an MP again; this does not affect current MPs' mandates. Constitutional judges' mandates end at age 70, the president of the Constitutional Court is again elected by its members, and the presidents of the Curia and the National Office for the Judiciary are elected from judges' nominees for six years without re-election. It creates the National Asset Recovery and Protection Office, and from 1 October 2026 again uses the name "megye" instead of "vármegye" for counties.

Under the act, individual discretionary support for medicines, nutritional products and medical aids not covered by social insurance is again decided by the state health insurer. Until now this was done by the László Batthyány-Strattmann Foundation For Healing. Undecided applications received by the foundation after 1 June 2026 must be handed over to the health insurer within three days.

Act substantiveAct XXXII of 2026: Amending Act LIV of 2025 on certain tax obligations and amending certain tax laws2026. évi XXXII. törvény – Az egyes adókötelezettségekről és egyes adótörvények módosításáról szóló 2025. évi LIV. törvény módosításáról

The act extends and reshapes the special tax on producers of petroleum products (windfall tax). The special tax must also be paid in 2027. The tax rate is 50% on the part of the world market price difference defined in the act between 2 and 5 dollars per barrel, and 95% on the part above 5 dollars. The new rules must first be applied to the August 2026 liability.

ActAct XXX of 2026: On promulgating the protocol amending the Hungary–Slovakia agreement on cooperation in building, operating, maintaining, reconstructing and repairing hydrocarbon pipelines crossing the common border2026. évi XXX. törvény – A Magyar Köztársaság Kormánya és a Szlovák Köztársaság Kormánya között a közös államhatárt keresztező szénhidrogén szállító vezetékek építésével, üzemeltetésével, fenntartásával, rekonstrukciójával és üzemzavar-elhárításával kapcsolatos együttműködésről szóló Megállapodás módosításáról szóló Jegyzőkönyv kihirdetéséről

The act promulgates the amendment of the 2011 Hungarian–Slovak agreement on hydrocarbon pipelines. It allows a new product pipeline to be built between Százhalombatta and Šahy (Ipolyság), linking MOL's Danube Refinery and the Slovnaft refinery in Bratislava to transport diesel and petrol. According to the justification, it is needed because of the growing risks of pipelines through Ukraine. The protocol was signed in Brussels on 16 March 2026, and the act also approves its provisional application.

The government decree settles the transitional rules for discretionary medicine support moving to the health insurer. Support granted on applications still decided by the László Batthyány-Strattmann Foundation must be paid by 31 December 2026. From 1 January 2027 the related accounting rules cease to apply.
