The Prime Minister appointed and dismissed several deputy state secretaries, and a new state secretary and a university rector were also appointed. Hungary's accession to the friendship treaty with the Association of Southeast Asian Nations was published.
The government decree promulgates the Treaty of Amity and Cooperation in Southeast Asia and its three amending protocols, to which Hungary accedes. The treaty lays down principles of peace, friendship and cooperation between ASEAN countries and states that have acceded, for example respect for sovereignty and territorial integrity and peaceful settlement of disputes. The aim is to deepen cooperation and political dialogue between Hungary and ASEAN member states. Promulgation of the treaty text enters into force when Hungary deposits its instrument of accession; the foreign minister announces the date in a notice.

On the interior minister's proposal, the Prime Minister appointed Antal Berki deputy state secretary at the Ministry of the Interior. The appointment is valid from 29 July 2026.

The Prime Minister stated that László Belényesi has been deputy state secretary at the Ministry of Economy and Energy since 13 May 2026. At the same time he dismissed him with effect from 29 July 2026, because he will then perform his duties as head of a directorate general of the National Development Centre under the Ministry of Rural and Settlement Development.

The Prime Minister stated that the mandate of Dr Zoltán Gergyeni, deputy state secretary at the Ministry of Justice, ends on 29 July 2026 due to resignation. On the justice minister's proposal he appointed Dr Levente Szabó in his place with effect from 30 July 2026.

On the proposal of the transport and investment minister, the Prime Minister appointed Dr Tamás Szentirmai deputy state secretary at the Ministry of Transport and Investment. The appointment is valid from 1 August 2026.

On the finance minister's proposal, the Prime Minister appointed Gábor Ákos Lavich deputy state secretary at the Ministry of Finance. The appointment is valid from 29 July 2026.

On the proposal of the minister for social affairs and family, the Prime Minister dismissed Dr Szilvia Balogh and Dr Viktória Zöld-Nagy, deputy state secretaries at the Ministry of Social Affairs and Family, with effect from 29 July 2026. He appointed Dr Imre Szilárd Szabó deputy state secretary from 30 July and Dr Henriett Enikő Nádasné Dr Rab from 10 August.

On the health minister's proposal, the Prime Minister dismissed Dr Bálint Raffay, deputy national director-general of hospitals. The dismissal was made in view of another important mandate and is valid from 31 July 2026.

The Speaker of Parliament, exercising the President's powers, on the Prime Minister's proposal awarded the Commander's Cross of the Hungarian Order of Merit to Pertti Juhani Anttinen, Finland's ambassador in Budapest. The award recognises his work promoting Hungarian–Finnish relations.

The Speaker of Parliament, exercising the President's powers, on the Prime Minister's proposal appointed Dr Dániel Bán state secretary at the Ministry of Justice. The appointment is valid from 30 July 2026.

On the proposal of the education and children minister, the President tasked university professor Csaba Kovács with performing the duties of rector of Moholy-Nagy University of Art and Design. The mandate runs from 1 August 2026 to 31 July 2030. The resolution was signed by Dr Tamás Sulyok on 17 July 2026 and countersigned by the minister on 28 July.

Draft: under a Ministry of Science and Technology decree, the state-owned IdomSoft Zrt. would provide the Office of Parliament with the new electronic register required by Act XVIII of 2026 linked to EU funds. The decree would expand the list of central IT services available to the Office; comments could be sent until 6 August 2026.
